Strategic Site Assessments

Decision:

·        Agreed to the preparation of a Development Brief for the INW Northern Cluster with the Department for Communities that would then be released to actively developing Housing Associations to bring forward a residential led, mixed tenure, mixed use development;

·        Noted the acquisition of the Corporation Street site from the Department of Finance;

·        Noted the update on Council land disposals to facilitate residential led regeneration opportunities;

·        Noted early discussions to explore mechanisms to progress the Strategic Sites Assessment Phase 2 programme on a city wide basis;

·        Noted that an update report was also being put to the Strategic Policy & Resources Committee in relation to these proposals, with SP&R having  the final decision making responsibility for acquisition or disposal of assets;  

·        Whilst the current COVID 19 situation clearly presented a number of challenges, it was being recommended that Council should aim to continue this programme of work as far as possible as a means to help boost the economic and social resilience of the city;

·        Officers to respond to individual questions raised by members;

·        Work to commence on developing mixed use scheme for marketing with housing associations- with a report to be brought back to committee; and

·        A report to be brought back to committee in relation to city centre living and housing demand across all tenures together with models of delivery.

Decision:

Noted the correction to Appendix 4 and Appendix 5 of the original report and approved the updated versions.

·        Noted the contents of the report and the contribution that the work programme for 2020/21 would make to the delivery of the ten year cultural strategy, A City Imagining;

·        Approved the programme of work as set out in the report and the associated budget allocations. This would be subject to ongoing review and would take into account the impact of the current Covid-19 crisis both in terms of current limitations of programme delivery as well as the need for continuing development to ensure long-term recovery; and

·        Officers to respond to individual queries raised by members.
